Vidzeme University of Applied Sciences (ViA) Library was founded in 1996, at the same time with the institution.

The first premises for the Library were at Terbatas iela 10. Trying to better provide the students with the necessary literature for the study process, a cooperation project was launched with Valmiera City Library.

In August - September, 1998, the ViA Library and together with the Study and Reference Department of Valmiera (Central) Library moved to premises at Cēsu iela 4. Collections of both libraries were placed together; they were freely accessible to all users. This was the first step to the creation of an integrated library in Valmiera. The Queen of Norway, Sonja, was the guest of honour at the opening ceremony of the Library.

In 2000,  Vidzeme University of Applied Sciences in cooperation with Valmiera Library and Valmiera City Council launched a project of reconstruction of the premises at Cēsu iela 4 with an aim to combine the resources of all Valmiera libraries and to create an integrated library.

In 2002 ViA library became a member of the Latvian Academic Libraries Association.

Since 30 January, 2003, VIA Library is a depositary library of the World Tourism Organisation.

In 2003 a joint electronic catalogue of the ViA Library and Valmiera Library was made which provided for a joint register of readers and automatised readers' service.

In December, 2004, the first stage of renovation work at Cēsu iela 4 began and the basement floor (library storage rooms, computer labs, staff room, activity room, café) was completed by September, 2005.

In spring, 2005,  Vidzeme University of Applied Sciences Library was accredited and was awarded the status of a library of local significance.

In 2005 VIA library joined the network of combined libraries in the Nordic and Baltic countries (CombiLib) .

Since November 13, 2007 the students, adults and children of Valmiera may enjoy the joint services and the collections in the rebulit integrated library premises. 

In 2010 ViA library was accredited again.
